Why

Labour says it would continue to operate strict border controls to protect New Zealanders’ health but NZ's economic need for skilled workers also needs to be managed to help the country’s recovery. While NZ needs to transition away from reliance on overseas labour, some projects require expertise that NZ cannot immediately meet.

Labour says setting a 10 percent quota for critical works to enter NZ would provide a balance that will support NZ's economic recovery while ensuring ongoing health protections against Covid-19.

How

Labour would allocate a 10 percent quota for critical workers that are not from NZ to come into the country.

Currently the NZ border is closed to all people other than citizens or permanent residents, with exceptions for those travelling for a critical purpose.

Immigration criteria would be reviewed to allow for a broader range of workers to enter NZ. This would involve working with business and sector leaders to help define and prioritise critical workers and provide clarity.

NZ citizens and permanent residents would have priority for places in managed isolation facilities.
